How to Start a Business in Qatar as a Foreigner

Can foreigners own a business in Qatar?

Yes. Qatar’s law regulating the investment of non-Qatari capital allows foreign investors to own up to 100% of a company in many activities, subject to approval from the Ministry of Commerce and Industry (MOCI). Some sectors remain restricted or need special approval, such as commercial agencies, banking and insurance, so the first step is always to check the specific activity you want to register.

Choose the right structure

  • WLL (limited liability company): the most common mainland vehicle for trading and services.
  • Branch of a foreign company: for overseas companies operating or executing contracts in Qatar.
  • Qatar Financial Centre (QFC): a separate legal and regulatory platform for financial and professional services.
  • Qatar Free Zones and QSTP: for eligible logistics, industrial, technology and research activities.

The main steps

  • Confirm the commercial activity and ownership eligibility.
  • Reserve a trade name through MOCI.
  • Prepare and notarise the articles of association.
  • Obtain the commercial registration (CR).
  • Lease approved premises and obtain the trade (commercial) license.
  • Register with the tax authority and obtain the establishment card.
  • Open a corporate bank account and apply for work permits.

Documents you will usually need

Passport copies of shareholders and the manager, the proposed trade name, the activity, a lease or office arrangement and, for corporate shareholders, attested company documents from the home country. Requirements vary by structure, so we confirm the exact list before you start.

Where founders lose time
